These are the 3 phases of the Citizen Alert Patrol (CAP) program.

In essence this program is designed to encourage better collaboration between the police and the community in identifying and solving neighborhood issues. All residents need to play an active role in the effort to enhance the safety of their neighborhood. The CAP program is an effective tool in combating crime in neighborhoods as well as improving the quality of life in our community.

The Crime Commission introduced the CAP program to Tulsa in August of 1996. The objectives of this program are to:

* Assist the police in Observing, Reporting and Recording crime.
* Help reduce crime in neighborhoods.
* Educate citizens on crime prevention and increase crime awareness.

Citizens receive training and patrol their neighborhoods, business parks, public parks and parking lots to watch and protect each other more closely. This gives them more control over security in their neighborhoods.

Members of the Citizens Alert Patrol (CAP) are unique in that they are not police officers or security guards, but concerned citizens who want to do their part to make the neighborhoods as safe as possible.

Anyone interested in participating in this program must fill out a CAP application and mail it into the Crime Commission at 2121 S. Columbia, LL8, Tulsa OK 74114. A background check must be performed and if the applicant passes then he or she will be invited to attend a four-hour training on the program and participate in the ride-along program of TPD. Once an individual has passed the background check and has gone through the training, they may start patrolling their neighborhood. Logs must be filled out for every patrol and faxed or e-mailed to the Crime Commission for crime trend evaluation.
